Every five years the California Department of Water Resources
releases an updated version of the California Water Plan— a
comprehensive compilation of water data that guides future water
policy in the state. The plan is commonly referred to as Bulletin
160.

Quinn has seen — and been a key player in — a lot of major California water issues since he began his water career 40 years ago as a young economist with the Rand Corporation, then later as deputy general manager with the Metropolitan Water District of Southern California, and finally as executive director of the Association of California Water Agencies. In December, the 66-year-old will retire from ACWA.
Joaquin Esquivel learned that life is
what happens when you make plans. Esquivel, who holds the public
member slot at the State Water Resources Control Board in
Sacramento, had just closed purchase on a house in Washington
D.C. with his partner when he was tapped by Gov. Jerry Brown a
year ago to fill the Board vacancy.
Esquivel, 35, had spent a decade in Washington, first in several
capacities with then Sen. Barbara Boxer, D-Calif., and then as
assistant secretary for federal water policy at the California
Natural Resources Agency. As a member of the State Water Board,
he shares with four other members the difficult task of
ensuring balance to all the uses of California’s water.

from Interior Secretary Bruce Babbitt and the other six states

have been trying to close the gap between demand and supply.

faucet, the water that flows out could come from a source close
to home or one hundreds of miles away. Most people take their
water for granted; not thinking about the elaborate systems and
testing that go into delivering clean, plentiful water to
households throughout the state. Where drinking water comes from,
how it’s treated, and what people can do to protect its quality
are highlighted in this 2007 PBS documentary narrated by actress

The State Water Project is best known for the 444-mile-long

Management (IRWM) is an in-depth, easy-to-understand publication
that provides background information on the principles of IRWM,

Environmental concerns have closely followed California’s
development of water resources since its earliest days as a
state.
Early miners harnessed water to dislodge gold through hydraulic
mining. Debris resulting from these mining practices washed down
in rivers and streams, choking them and harming aquatic life and
causing flooding.

California will always be
inextricably linked to its water resources. Water continues
to shape the state’s development and no resource is as vital to
California’s urban centers, farms, industry, recreation, scenic
beauty and environmental preservation.
But California’s relationship to water is also one that continues
to generate controversy.
For something so largely hidden from view, groundwater is an
important and controversial part of California’s water supply
picture. How it should be managed and whether it becomes part of
overarching state regulation is a topic of strong debate.

implies, is the overarching guidance document for water policy in
the nation’s most populous state.
For most people in the United States, clean, safe drinking water
is a given – a part of daily life that is assumed to be a
constant, readily accessible commodity. Underpinning that fact
are the vast, mostly unheralded efforts of the many people
throughout the country who work everyday to take the raw source
water from the environment and turn it into the safe drinking
water that makes life possible.
Water from the Colorado River transformed the sagebrush and
desert sands of the Imperial, Coachella and Palo Verde valleys
into lush, green agricultural fields. The growing season is
year-round, the water plentiful and the local economies are based
almost entirely on farming. As the waters of the Colorado River
allowed the deserts to bloom, they allowed southern California
cities like Los Angeles and San Diego to boom. Suburbs, jobs and
people followed, and the population within the six counties
served by Metropolitan Water District of Southern California
(MWD) grew from 2.8 million in 1930 to more than 17 million
today.
In January, Mary Nichols joined the cabinet of the new Davis
administration. With her appointment by Gov. Gray Davis as
Secretary for Resources, Ms. Nichols, 53, took on the role of
overseeing the state of California’s activities for the
management, preservation and enhancement of its natural
resources, including land, wildlife, water and minerals. As head
of the Resources Agency, she directs the activities of 19
departments, conservancies, boards and commissions, serving as
the governor’s representative on these boards and commissions.
How to recognize the water rights of the past while meeting the
demands of the future is the puzzle being pieced together in the
California 4.4 process to reduce the state’s use of Colorado
River water. It is a major undertaking, one requiring
institutional and operational changes to a system dominated by
tradition and history.
