Editorial: Politics Aside, Drought’s Cure is a Brown Lawn

“Go ahead, let the lawn dry up. Brown is the new green.
“Lending the weight of his office to the obvious, Gov. Jerry Brown formally declared a drought ’state of emergency’ Friday morning. As he likes to say, the governor can’t make it rain. The declaration does, however, lower legal hurdles that might otherwise block water transfers or emergency measures to conserve water or move it where it’s most needed.”
