Editorial: Bay Delta Plan a Solid Start for Water Future

“Amid the flood of charts, graphs and documents (more than 34,000 pages) released by state and federal officials as another step toward realizing Gov. Jerry Brown’s ambitious water plan, there are a few currents of hope for Northern California.
“The draft Bay Delta Conservation Plan still outlines the need for three enormous water intakes on the Sacramento River and two 40-foot-diameter, 30-mile-long tunnels to bypass the system of crumbling delta canals, dikes and levees that serve as the state’s plumbing system to move water from the wetter north to the thirsty south.”
