Critics of plans to build a huge new reservoir in Santa Clara County near Pacheco Pass have filed a lawsuit against the proposed $2.5 billion project, presenting a new hurdle for what would be the largest reservoir constructed in the Bay Area in more than 20 years. The group, called the Stop the Pacheco Dam Coalition and made up of environmentalists and landowners whose rural ranchland property would be flooded, sued the Santa Clara Valley Water District in Santa Clara County Superior Court earlier this month.
