Sen. Robert Hertzberg to give keynote lunch address; experts to address Oroville spillway, dam safety and flood management

With a theme focusing on “Wave of Change: Breaking the Status Quo,” the Water Education Foundation’s 34th annual Executive Briefing will be held March 23 in Sacramento. The event will examine new approaches to water management, tools to extend supplies, plans to prepare for drought, and the intersection between politics and policy.

This premiere water conference will offer you the opportunity to hear from top policymakers and leading stakeholders on key water topics:

  • How the Water Flows: Update on the Proposed Delta Water Quality Plan

Sen. Robert Hertzberg, D-Van Nuys and chair of the Senate Committee on Natural Resources and Water, will give the keynote lunch address on developments following the Oroville Dam Spillway incident and other water-related legislation.

Frances Spivy-Weber, Vice Chair of the California State Water Resources Control Board, will kick off the festivities as the opening keynote, looking back at her 30-year career protecting the state’s most precious natural resource.

This is the go-to conference for water district managers and board members, state and federal agency officials, city and county government officials, farmers, environmentalists, attorneys, consultants, engineers, business executives and public interest groups.

In addition, we host a networking reception and a silent auction to benefit our Water Leaders program. Items up for bid often include lunches with key people in the water world,  outdoor adventures, wine and food baskets and more.

The briefing will be held at the Hilton Sacramento Arden West hotel, 2200 Harvard St. On site registration and check-in will begin at 8:15 a.m., with an opening welcome by Executive Director Jennifer Bowles at 8:45 a.m. followed by Fran Spivy-Weber’s opening keynote at 9 a.m. The event will adjourn at 5 p.m. to a hosted networking reception.

Hertzberg is chair of Senate Natural Resources and Water Committee

Highlighting the Water Education Foundation’s annual Executive Briefing on March 23 is a lunch-time address by Sen. Robert Hertzberg, chair of the Senate Natural Resources and Water Committee.

The committee is the California Senate’s main policy venue for what is currently a substantial slate of legislation, from a proposed water bond (which the committee approved this week), to bills related to new storage, the Sacramento-San Joaquin Delta, groundwater and flood management infrastructure in the wake of the damaged spillway at Oroville Dam.

During that time, there have been a plethora of changes for the State Water Board, including its assumption of drinking water safety regulations and a stepped-up enforcement regime aimed at protecting the environment and other water rights holders.

Jenn Bowles
Executive Director

A veteran journalist who has covered water issues across the West for some 25 years, Jenn joined the Water Education Foundation in 2014. She directs the development of Western Water news, the Layperson’s Guide series on key water topics, the Foundation’s Colorado River project, water maps and tours, and various workshops and conferences. She oversees the Water Leader programs and leads fund-raising, external communications, and website and social media efforts.

In December 2016, she led an international journalism workshop on water issues for UNESCO (United Nations Educational, Scientific and Cultural Organization). Held in Tehran, the workshop included participants from Iran, Pakistan, Turkmenistan, Oman and Malaysia. You can read her blog about the experience here.
