Groundwater

Unlike California’s majestic rivers and massive dams and conveyance systems, groundwater is out of sight and underground, though no less plentiful. The state’s enormous cache of underground water is a great natural resource and has contributed to the state becoming the nation’s top agricultural producer and leader in high-tech industries.

Groundwater is also increasingly relied upon by growing cities and thirsty farms, and it plays an important role in the future sustainability of California’s overall water supply. In an average year, roughly 40 percent of California’s water supply comes from groundwater.

A new era of groundwater management began in 2014 with the Sustainable Groundwater Management Act, which requires local and regional agencies to develop and implement sustainable groundwater management plans with the state as the backstop.

Replacement Central Valley canal threatened by groundwater extraction

The land had been sinking so fast for so long that the canal was failing, so they built an entire new canal, but now that’s sinking as well. It’s a dramatic reminder that after two good years, California’s water challenges still run deep. The Friant-Kern Canal, which runs along the east side of the San Joaquin Valley, and it is the lifeline for many farmers and communities in that region. The system starts at Millerton Lake, and from there, it runs 152 miles to the south, powered entirely by gravity. But gravity means going downhill and that has gotten complicated. Decades of groundwater pumping have caused the valley floor to sink, and the canal with it. KPIX first toured the site back in August of 2022. The fix is a duplicate canal built right along side the old one, only higher, so the water can still flow downhill.

New Mexico town has endured toxic arsenic in drinking water for years

Rosana Monge clutched her husband’s death certificate and an envelope of his medical records as she approached the microphone and faced members of the water utility board on a recent Monday in this city in southeast New Mexico. “I have proof here of arsenic tests — positive on him, that were done by the Veterans Administration,” she testified about her husband, whose 2023 records show he had been diagnosed with “exposure to arsenic” before his death in February at age 79. “What I’m asking is for a health assessment of the community.” … Naturally occurring in the soil in New Mexico, arsenic seeps into the groundwater used for drinking. In water, arsenic has no taste, odor or color — but can be removed with treatment. Over time, it can cause a variety of health problems, including cancer, diabetes and heart disease, endangering the lives of people in this low-income and overwhelmingly Latino community.

Land-use bill taps farmland for solar sites

Proposed state legislation to modify California’s longstanding farmland conservation law could pave the way for large swaths of farm acreage to be repurposed as sites for renewable energy projects. The California Land Conservation Act of 1965, commonly known as the Williamson Act, preserves farmland by assessing property taxes based on the land’s agricultural value rather than its full market value. Landowners with Williamson Act contracts, which cover about half the state’s 30 million acres of farm and ranchland, generally see a 20% to 75% reduction in property taxes. … The proposed legislation seeks to align the state’s renewable energy and groundwater management goals. California’s Sustainable Groundwater Management Act, or SGMA, requires users to bring groundwater basins into balance within the next two decades.

Silicon Valley water supplier plans rate hikes

Santa Clara County residents could see higher water bills in the upcoming year, as one water agency looks for ways to cover costs. Valley Water, the region’s main water supplier, is proposing raising groundwater production charges on cities and private water retailers. The increase will be passed on to household ratepayers through local water companies such as San Jose Water. This could add $8.78 a month to customers’ bills in the upcoming fiscal year. Valley Water is spending big to fix the Anderson and Pacheco dams and other projects that hold and protect the county’s water supply from climate change. The board of directors is looking for more money amid a multimillion-dollar structural deficit, putting residents on the hook for the district’s losses.

In a first, California cracks down on farms guzzling groundwater

In much of the United States, groundwater extraction is unregulated and unlimited. There are few rules governing who can pump water from underground aquifers or how much they can take. This lack of regulation has allowed farmers nationwide to empty aquifers of trillions of gallons of water for irrigation and livestock. Droughts fueled by climate change have exacerbated this trend by depleting rivers and reservoirs, increasing reliance on this dwindling groundwater. In many places, such as California’s Central Valley, the results have been devastating. As aquifers decline, residential wells start to yield contaminated water or else dry up altogether, forcing families to rely on emergency deliveries of bottled water.

Pretty much every time I write about the amount of Colorado River water that is consumed to irrigate alfalfa and hay, readers respond with a comment or question about how much of the alfalfa — and therefore Colorado River water — is shipped overseas. … It is true that Western farms export alfalfa to foreign countries. … But there’s a big caveat here: Many farms in Arizona — and most if not all of the Saudi Arabia owned ones — irrigate with groundwater, not with water diverted from the Colorado River.

Chiquita Canyon Landfill in Castaic hit with state violation for dumping leachate

The troubled Chiquita Canyon Landfill in Castaic received a new violation last week from a state water agency for pumping untreated leachate water from the landfill into local waterways that empty into the Santa Clara River. A violation letter dated April 9 was sent to the landfill operators by the Los Angeles Regional Water Quality Control Board, raising concerns that the landfill’s wastewater may reach groundwater sources fed by the river and used for drinking water.

Metropolitan Water commits up to $250 million for previously untapped water sources

The Metropolitan Water District plans to spend up to $250 million on four non-traditional water projects that, combined, could supply up to 100,000 Southern California households over the next few years. Wastewater recycling, rainwater reclamation and transforming ocean water into drinking water are some of the technologies that could get money in the coming wave of funding from MWD. The Los Angeles-based wholesaler, which helps transfer water from Northern California and the Colorado River to 26 retail water districts in the Los Angeles region, has spent about $700 million on smaller, non-traditional water projects since launching its Local Resources Program in 1990. The amounts announced Monday, April 15, represent some of MWD’s biggest investments in water innovation to date.

Wednesday Top of the Scroll: California acts to halt Kings County’s groundwater overpumping

Kings County growers will face millions of dollars in fees and a mandate to report groundwater pumping after California officials voted unanimously today to put local agencies on probation for failing to protect the region’s underground water supply. The unprecedented decision is a first step that could eventually lead to the state wresting control of a groundwater basin in a severely depleted part of the San Joaquin Valley.  Before issuing the probation order, the State Water Resources Control Board had repeatedly warned five groundwater agencies in Kings County that their management plan for the Tulare Lake basin is seriously deficient, failing to rein in the dried-up wells, contaminated water and sinking earth worsened by overpumping.

Los Angeles will get $139 million for groundwater replenishment over 25 years

As part of a $250 million commitment to support four water supply projects in Southern California, Los Angeles will receive $139 million over 25 years for its Groundwater Replenishment Project in the San Fernando Valley, officials announced on Monday, April 15. Earlier this month, the Metropolitan Water District of Southern California’s Board of Directors approved separate agreements with water agencies, including the city of Los Angeles, as part of its Local Resources Program. The Metropolitan Water District is a state-established wholesaler that provides water for 19 million people in six counties. The Local Resources Program aims to provide economic incentives for water developed and produced from groundwater clean-up, water recycling and seawater desalination throughout the agency’s six-county service area.

Monday Top of the Scroll: California farmers depleted groundwater in this county. Now a state crackdown could rein them in

For the first time in California history, state officials are poised to crack down on overpumping of groundwater in the agricultural heartland.  The State Water Resources Control Board on Tuesday will weigh whether to put Kings County groundwater agencies on probation for failing to rein in growers’ overdrafting of the underground water supply. Probation — which would levy state fees that could total millions of dollars — is the first step that could allow California regulators to eventually take over management of the region’s groundwater.

A stretch of California that’s considered one of the fastest-sinking areas in the nation, where farms have pumped so much water from the ground that the land has slowly collapsed, is on the verge of state intervention. In a first-ever move, California regulators are looking to step in and monitor groundwater pumping in the Tulare Lake subbasin, an 837-square-mile hydrological region flush with cotton, hay and almonds between Fresno and Bakersfield. Because of heavy pumping, some places here are sinking a foot a year, causing roads to buckle and canals to crack. … The looming confrontation between the state and water agencies marks the latest, and one of the most significant, developments with California’s decade-old groundwater legislation, the Sustainable Groundwater Management Act, or SGMA.

Can a groundwater recharge program save Teton Valley’s farmers?

… U.S. Geological Service data shows Teton Valley’s aquifer steadily declined in recent decades as development increased and crop watering systems became more efficient, reducing infiltration by replacing flood irrigation with pivots and sprinklers. In addition, the area’s transition from agricultural valley to recreation hub has meant less acreage being watered: farms replaced by subdivisions full of houses with domestic wells, each one a straw guzzling from the valley’s all-important aquifer. … Recharge has benefited farmers and fish in western communities like Idaho’s Eastern Snake River Plain and California’s Central Valley, and the group believes the data shows it can work in the Teton Basin. They hope it can. In addition to providing a bulwark against future water shortages or legislative changes to water rights laws, they want to do something groundbreaking: create a market-based system to pay farmers for incidental recharge.

A Tulare County groundwater agency on the hot seat for helping sink the Friant-Kern Canal holds private tours for state regulators

As the date of reckoning for excessive groundwater pumping in Tulare County grows closer, lobbying by water managers and growers has ramped up. The Friant Water Authority, desperate to protect its newly rebuilt –  yet still sinking – Friant-Kern Canal, has beseeched the Water Resources Control Board to get involved. Specifically, it has asked board members to look into how the Eastern Tule Groundwater Sustainability Agency (GSA) has, or has not, curbed over pumping that affects the canal. Meanwhile, the Eastern Tule groundwater agency has been doing a bit of its own lobbying. It recently hosted all five members of the Water Board on three separate tours of the region, including the canal. Because the tours were staggered, there wasn’t a quorum of board members, which meant they weren’t automatically open to the public.

Arizona Republicans investigate state attorney general over water policy inquiry

Arizona House Republicans convened in a newly created committee Thursday afternoon to discuss an investigation into the state’s Democrat attorney general. The conservative lawmakers announced the creation of the House Committee on Executive Oversight Wednesday in response to Attorney General Kris Mayes’ ongoing investigations into “megafarms” she says are overusing groundwater and draining the wells of rural Arizonans. … Mayes has recently indicated in multiple town halls across rural Arizona, specifically La Paz County, her intent to file a public nuisance complaint against large industrial farms and corporations that she says are sucking rural Arizonans dry.

Bill punishes people for suing over groundwater, weaken Mayes’ power

As Attorney General Kris Mayes gathers evidence to take action against corporate farms’ groundwater pumping, some lawmakers would like to establish protections that discourage such lawsuits. Agricultural operations could get their legal fees paid by the plaintiff if they are sued in a nuisance action to reduce or take away their water use under a bill filed early this year by state Rep. Austin Smith, R-Wittmann. The measure would have a “chilling effect” on new approaches to reduce groundwater use, several legal experts told The Arizona Republic, because the claimant would need to pay filing fees and attorney fees for themselves and the sued party.

Sacramento DA sues California alleging underground tanks leaking

The Sacramento County district attorney’s office has sued a state agency alleging that storage tanks are leaking hazardous substances under several downtown buildings, including the state Capitol. The lawsuit, filed Tuesday in Sacramento Superior Court against the California Department of General Services, alleges the leakages are also happening in Oakland. It was filed jointly by Sacramento County District Attorney Thien Ho and Alameda County District Attorney Pamela Price. The district attorneys filed the lawsuit “to protect public health and the environment from harm due to releases of hazardous substances from leaking Underground Storage Tanks, including harm to groundwater and surface waters and against harm from indoor air impacts,” the lawsuit stated.

Groundwater Authority reimburses two domestic well owners due to declining groundwater levels

At the Indian Wells Valley Groundwater Authority board meeting on March 29, the IWVGA board approved motions to reimburse two domestic well owners who had to replace their wells due to declining groundwater levels. IWVGA reimbursed $37,996 for the Halpin Well and $31,082 for the Byerly Well. Reimbursement covers the estimated current value of the exhausted well and the incremental costs of drilling a deeper well. California’s Sustainable Groundwater Management Act requires groundwater basins like the IWV groundwater basin to reach sustainability by 2040. This is why the IWVGA initially formed to draft and implement a Groundwater Sustainability Plan.

New Kern County groundwater bank gets underway with another shot of public funding

The $171 million Kern Fan Groundwater Storage project – with a unique “eco-twist” – received another chunk of public funding just as the first section of the 1,300-acre project had a formal christening on Wednesday. Officials with Rosedale-Rio Bravo Water Storage District, Irvine Ranch Water District and the Bureau of Reclamation gathered at the project site near Enos Lane west of Bakersfield to look over construction of the first part of Phase 1, which began in February. The Bureau announced earlier in the week that it had approved a $3.9 million grant for the project, which is in addition to $4.7 million awarded by the Bureau in 2023. That funding requires a 75% match from Rosedale-Rio Bravo and Irvine Ranch.

SLO grant to clean PCE groundwater pollution

The San Luis Valley Groundwater Basin stretches from San Luis Obispo to Edna Valley — but a toxic chemical swirling in the water prevents the city from using the resource for drinking water. That will soon change, however. San Luis Obispo won a $6.6-million grant to install wells that remove tetrachloroethylene, a chemical also known as PCE, from the groundwater, according to city water resources program manager Nick Teague. The wells should be operational by 2026 and will allow the city to fulfill about 12% of its drinking water needs, he said.

Opinion: Arizona Republicans want to weaken the state’s water laws

It is a public resource and sensible management of it is vital to our shared future.  But instead of fulfilling their obligation to protect this finite and diminishing water supply, Arizona’s Republican legislators have introduced dozens of bills at the statehouse aimed at enriching residential developers and corporate farmers who want to expand their groundwater use. Many of these bills are advancing and will end up on the governor’s desk. One intent of these bills is to weaken the state’s assured water supply requirement for development in urban areas. This crucial consumer protection prevents the sale of subdivision lots that lack a 100-year water supply, thereby assuring our desert state’s longevity.

Meeting notes: Residents in Kern County desert groundwater basin need to represent their own water interests in ongoing court action

The basin depends on 7,650 acre feet of natural inflow each year but users pump out nearly 28,000 acre feet annually, creating a severe overdraft. As the Authority has worked to comply with the Sustainable Groundwater Management Act (SGMA) to bring the basin into balance numerous legal actions have erupted. The Authority restricted pumping for most users. The U.S. Navy, which operates the China Lake Navale Weapons Base in the basin, got the lion’s share of pumping. While agricultural users, such as Mojave Pistachios, which started planting in the high desert around 2010, received zero pumping allocation.

Arizona AG investigating groundwater overpumping as ‘nuisance’

Attorney General Kris Mayes told La Paz County residents she’s considering a lawsuit to stop corporate farms from overpumping groundwater there and in Cochise County. Her investigators are seeking examples of harm such as dry wells, cracked foundations and dust on which to build a possible case using the state’s nuisance laws, she said Thursday.

High concentration of ‘forever chemical’ found in Red Bluff residents’ water

Residents at Friendly Acres Mobile Home Park were given bottled water and warned about possible contamination in their well during a March meeting organized by the Central Valley Regional Water Quality Control Board and California’s Division of Drinking Water. First reported by the Red Bluff Daily News, the concern stems from alarming levels of per- and polyfluoroalkyl substances. Those man-made chemicals, called PFAS, are used to make a huge number of modern products like stain-resistant material, nonstick cookware, food packaging and waterproof clothing. They’ve also been linked to health impacts including cancer, liver and thyroid damage.

Kings County farmers suffer sticker shock over proposed fees even as state takeover looms

Kings County growers are organizing to stop a set of groundwater and land fees they say will wipe out small farmers, even as the drumbeat of a looming state takeover grows louder. Managers of the Mid-Kings River Groundwater Sustainability Agency (GSA), which covers the northern tip of Kings County, have been holding a flurry of meetings asking farmers to approve the fees – a combination of $95-per-acre-foot of water pumped and $25-per-acre of land  – at its April 23 meeting. That is after April 16, when the state Water Resources Control Board will hold a hearing to decide whether to put all of Kings County, known as the Tulare Lake groundwater subbasin, into probation for failing to come up with an adequate plan to stop over pumping.

Sinking coastal lands will exacerbate the flooding from sea level rise in 24 US cities, new research shows

Flooding could affect one out of every 50 residents in 24 coastal cities in the United States by the year 2050, a study led by Virginia Tech researchers suggests. The study, published this month in Nature, shows how the combination of land subsidence—in this case, the sinking of shoreline terrain—and rising sea levels can lead to the flooding of coastal areas sooner than previously anticipated by research that had focused primarily on sea level rise scenarios. … The study combines measurements of land subsidence obtained from satellites with sea level rise projections and tide charts, offering a more holistic projection of potential flooding risks in 32 cities located along the Atlantic, Pacific and Gulf coasts.

New study: Study explores groundwater recharge areas near local communities

To address the concern of historic groundwater overdraft in the San Joaquin Valley, the California Water Institute at Fresno State, with assistance from students and faculty, conducted a feasibility study to explore the potential for groundwater recharge within disadvantaged communities. … The analysis identified four potential locations for the design and construction of recharge basins near or in the cities of Kerman, Raisin City, Caruthers and Laton.

Facing SGMA challenges, Kings County stares down water pumping fees

The Mid-Kings River Groundwater Sustainability Agency is looking to impose a pumping fee of nearly $100 per acre-foot.  Mid-Kings River GSA is comprised of the Kings County Water District, the City of Hanford and Kings County. The big picture: The GSA is proposing a pumping fee maximum of $95 per acre-foot. This comes after the State views that the region has not made enough progress through the Sustainable Groundwater Management Act (SGMA). The state wants agriculture and industrial water pumpers to cut back or pay to mitigate the impacts on other users. The state could move to put the subbasin in probation if it does not feel confident in local groundwater management, and could completely take over operations in 2025.

Mining companies say they have a better way to get underground lithium, but skepticism remains

When Kelly Dunham heard that water was gushing out from a test well earlier this month for a proposed lithium mine in the middle of this rural city of 900 residents, she went to see it for herself.  Water was surging from the drilling rig and flooding the test site as berms trapped it and directed the water toward lagoons once used by an abandoned missile launch complex nearby. Trucks sucked up the water with pumps and hauled it away to disposal wells as fast as they could.  The drill had hit pockets of carbon dioxide gas and more water than expected, according to state regulators and Anson Resources, the company behind the direct lithium extraction (DLE) project in which brine is pumped from deep aquifers to the surface, where lithium and other minerals are extracted from the water before it is sent back underground.

Opinion: Arizona utilities deplete our water resources

“Water is Life,” was the Lakota rallying cry at Standing Rock as thousands weathered severe freezing conditions to stop an oil pipeline threat to their water. In Arizona water is life too but here we’re way beyond having our water resources threatened. They’re right now being needlessly and excessively plundered for corporate profit as the Arizona Corporation Commission rolls out the red carpet for fossil fuel energy, depletes our precious water resources and ends up maximizing utility shareholders’ dividends. Now most of us can wrap our heads around this — burning fossil fuels to make electricity causes and worsens climate change, but it’s harder to wrap your head around just how much water is consumed in the process. Water District moves towards consolidating water company

At the Indian Wells Valley Water District board meeting on March 11, the Water District board moved forward in learning about the process of consolidating the Dune 3 water mutual company into their service area. Some negotiation and planning still needs to happen before any decision is finalized, but for the moment the board is willing to cautiously move forward in the process. The IWV Water District serves water to IWV residents by pumping water out of the IWV groundwater basin. However, they are not the only ones doing so. Dotted all across IWV are domestic well owners and even a few other public or private organizations resembling a water district. If one of those organizations fails, an obligation still exists to serve water to the people in that region.

How last winter’s storms helped Sacramento’s groundwater storage

Last winter’s big rain and snow brought immediate benefits to California’s water supply and data now shows that there are long-term benefits, too. According to data gathered by Sacramento’s Regional Water Authority, a surplus of surface water following the 2022-2023 winter allowed water managers to use 17% less groundwater compared to 2022. Historically, groundwater throughout California’s Central Valley had been severely overdrawn. Over the past 20 years, policy changes and more nuanced water management have helped groundwater levels recover.

Cleaning up California’s oil graveyards

Thousands of leaking, idle oil wells are scattered across California, creating toxic graveyards symbolic of a dying industry.  To tackle this “urgent climate and public health crisis,” Santa Barbara Assemblymember Gregg Hart introduced Assembly Bill 1866 last week. The bill would mandate oil operators to develop plans to plug the 40,000 idle wells (and counting) in the state within a decade, prioritizing those within 3,200 feet of vulnerable communities. … Ann Alexander, senior attorney with the Natural Resources Defense Council, calls the system “very badly broken.” Companies “just sit indefinitely on their defunct wells” as they leak methane gas, pollute the air, and contaminate groundwater. … Last fall, the county announced its plan to spend $3.7 million to repair an “unpluggable” well at Toro Canyon Creek. Drilled in the 19th century, this idle well has leaked thousands of gallons of crude oil since the 1990s, contaminating waterways and killing wildlife as a result.

Wednesday Top of the Scroll: State Water Board reduces pumping fees by half but some say it’s still too high

Members of the state Water Resources Control Board voted unanimously on Tuesday, March 19, to reduce pumping fees for groundwater users in subbasins that come under state control, known as “probationary status.” The controversial fee was lowered from $40 per-acre-foot of pumped water to $20 per acre foot. The board will hold its first probationary hearing on the Tulare Lake subbasin, which covers Kings County, on April 16. … Groundwater sustainability plans (GSPs) for Tulare Lake and five other San Joaquin Valley subbasins were rejected twice by the state as inadequate, which is why they are now coming before the Water Board to determine if they should be put into probationary status.

Tracking large-scale mass changes – showing when and where water moves within and between the atmosphere, oceans, underground aquifers, and ice sheets – provides a view into Earth’s water cycle, including changes in response to drivers like climate change.

Meeting notes: Kern water districts look at joining forces to fix domestic wells and study sinking along the Friant-Kern Canal

The Kern subbasin, composed of 22 water entities across the valley portion of Kern County, is working on a groundwater sustainability plan its members hope will be accepted by the State Water Resources Control Board after the subbasin’s initial plan was deemed inadequate. Currently the subbasin has two main objectives. One is partnering with Self-Help Enterprises to assist with the administration of a program to fix domestic wells harmed by over pumping. The other is gathering support among the 22 entities to participate in the Friant-Kern Canal subsidence study. Proposed partnership: Under the proposal, Self-Help  would assist with subbasin’s well issues in several ways.

State board to vote on reducing extraction fees for probationary basins

On the eve of its first subbasin probationary hearing, the state Water Resources Control Board announced it will vote on whether to reduce a controversial groundwater extraction fee.  The board will vote at its March 19 meeting on whether to cut the fee from $40 to $20-per-acre-foot for well owners in a subbasin placed on probation.  It will hold its first probationary hearing on the Tulare Lake subbasin, which covers Kings County, on April 16. Then the Tule subbasin, in the southern half of the valley portion of Tulare County, will come up for hearing Sept. 17. The extraction fee would only be charged if the Water Board had to step in and administer a subbasin in cases where it finds local groundwater agencies aren’t up to the job.

LA Superior Court rules on Cuyama Valley Groundwater Basin boundaries

A Los Angeles County Superior Court judge confirmed that the Cuyama Valley Groundwater Basin is one connected basin—not separate subbasins—allowing for the groundwater adjudication to move forward following a year and a half of delays and litigation. … The Cuyama Valley Groundwater Basin is one of California’s 21 critically overdrafted basins that was required under the 2014 California Sustainable Groundwater Management Act (SGMA) to create a groundwater sustainability agency (GSA) and corresponding groundwater sustainability plan.

Thursday Top of the Scroll: New study – California’s farm belt sees thirstier crops, pressure on water supply

Climate change is driving up the thirst of crops significantly in California’s San Joaquin Valley, new research shows, adding to the critical water challenges faced by one of the world’s leading agricultural regions. The total water demand of orchards, vineyards and row crops in the area is up 4.4% over the past decade compared with the prior 30 years because of hotter, drier conditions, and it’s likely to continue growing, according to a federally funded study published this week. In 2021, the water demand of crops was up an astonishing 12.3%, the study shows. While the warming atmosphere has long been known to dry out plants and soil, the new research identifies the impact specific to the San Joaquin Valley.

California citrus farmers anticipate a good year despite several challenges

California citrus farmers are finding ways to adapt to the changing landscape, as the challenges of this production year come to light. Amid the harvest of California navels, mandarins, and other specialty varieties, two industry leaders share their perspectives on the prospects of the industry. … Jim Phillips, President and CEO of Sunkist, expressed similar concerns regarding production but also emphasized the current state of affairs regarding the Sustainable Groundwater Management Act (SGMA). California citrus farmers need the support of the legislature regarding water access, as the issue is outpacing almost every other concern for growers, said Phillips. Both Bates and Phillips noted that the substantial amount of rainfall and snowpack over the past two winters are supporting growers in the fight for water access.

States grapple with how to grow in drying West

Across the parched West, there are signs the region’s decades-long population and housing boom is confronting the realities of dwindling water supplies. These have come in recent months from court rulings and executive edicts alike, as states crack down on the potential for new users to draw from already oversubscribed aquifers and surface waters. The skeleton of a would-be subdivision outside Las Vegas illustrates the coming constraints, stymied by a lack of water to support the new community. Water shortages also forced difficult decisions in other places, such as new restrictions in the Phoenix suburbs and a Utah town that halted all new construction for more than two years until it could secure a new well.

SLO receives $6.6 million grant to clean up contaminated groundwater

The California State Water Resources Control Board issued a $6.6 million grant for a city of San Luis Obispo project intended to clean up contaminated groundwater. Presently, the city does not use groundwater for its drinking water supply. SLO’s potable water supply comes from Whale Rock Reservoir, Santa Margarita Lake and Nacimiento Reservoir.  City officials have sought to diversify the water supply in an attempt to achieve “greater drought and climate change resiliency.” Previously, contamination from tetrachloroethylene, or PCE, served as a barrier to doing so. PCE is a toxic chemical produced by dry cleaning and industrial activities, which took place in the city decades ago. The cleanup project will consist of the city building two new groundwater supply wells that are expected to be fully operation in 2026.

Tuesday Top of the Scroll: Second San Joaquin Valley groundwater subbasin recommended for state takeover

The Friant-Kern Canal was called out specifically as one of the reasons the state should take over pumping in the Tule groundwater subbasin in Tulare County. The recommendation was contained in a recently released staff report to the Water Resources Control Board. While the report stated groundwater management plans covering the subbasin didn’t adequately address subsidence and continued depletion of the aquifer and degradation of water quality in general, it also noted the significant harm to the Friant-Kern Canal, which brings water 152 miles south from Millerton Lake to Arvin. Excessive overpumping caused land beneath a 33-mile stretch of the Friant-Kern Canal to collapse, creating a sag that reduced the canal’s carrying capacity south of Pixley by 60%.

A Saudi business is leaving Arizona valley after it was targeted by the state over groundwater use

Arizona officials said a Saudi-owned company they targeted over its use of groundwater to grow forage crops is moving its farming operation out of a valley in the Southwestern state’s rural west. Gov. Katie Hobbs and the Arizona State Land Department announced late Thursday that Fondomonte Arizona is officially no longer pumping water in the Butler Valley groundwater basin. Some residents of La Paz County had complained that the company’s pumping was threatening their wells. A statement by Hobbs says an on-site inspection had confirmed that Fondomonte was moving to vacate the property. Fondomonte has several other farms elsewhere in Arizona that are not affected by the decision.

News release: Assemblywoman Soria introduces bill to boost groundwater recharge

Last week, Assemblywoman Esmeralda Soria introduced AB 2060 to help divert local floodwater into regional groundwater basins. AB 2060 seeks to streamline the permitting process to the California Department of Fish and Wildlife in support of Flood-MAR activities when a stream or river has reached flood-monitor or flood stage as determined by the California Nevada River Forecast Center or the State Water Resources Control Board (SWRCB). This expedited approval process would be temporary during storm events with qualifying flows under the SWRCB permit.

Farmers in Tulare County to test groundwater market they hope could help keep them in business and replenish the aquifer

How will selling groundwater help keep more groundwater in the San Joaquin Valley’s already critically overtapped aquifers? Water managers in the Kaweah subbasin in northwestern Tulare County hope to find out by having farmers tinker with a pilot groundwater market program. Kaweah farmers will be joining growers from subbasins up and down the San Joaquin Valley who’ve been looking at how water markets might help them maintain their businesses by using pumping allotments and groundwater credits as assets to trade or sell when water is tight.

Helicopter towing an AEM loopA new underground mapping technology that reveals the best spots for storing surplus water in California’s Central Valley is providing a big boost to the state’s most groundwater-dependent communities.

The maps provided by the California Department of Water Resources for the first time pinpoint paleo valleys and similar prime underground storage zones traditionally found with some guesswork by drilling exploratory wells and other more time-consuming manual methods. The new maps are drawn from data on the composition of underlying rock and soil gathered by low-flying helicopters towing giant magnets.

The unique peeks below ground are saving water agencies’ resources and allowing them to accurately devise ways to capture water from extreme storms and soak or inject the surplus underground for use during the next drought.

“Understanding where you’re putting and taking water from really helps, versus trying to make multimillion-dollar decisions based on a thumb and which way the wind is blowing,” said Aaron Fukuda, general manager of the Tulare Irrigation District, an early adopter of the airborne electromagnetic or AEM technology in California.

California Water Agencies Hoped A Deluge Would Recharge Their Aquifers. But When It Came, Some Couldn’t Use It

An intentionally flooded almond orchard in Tulare CountyIt was exactly the sort of deluge California groundwater agencies have been counting on to replenish their overworked aquifers.

The start of 2023 brought a parade of torrential Pacific storms to bone dry California. Snow piled up across the Sierra Nevada at a near-record pace while runoff from the foothills gushed into the Central Valley, swelling rivers over their banks and filling seasonal creeks for the first time in half a decade.    

Suddenly, water managers and farmers toiling in one of the state’s most groundwater-depleted regions had an opportunity to capture stormwater and bank it underground. Enterprising agencies diverted water from rushing rivers and creeks into manmade recharge basins or intentionally flooded orchards and farmland. Others snagged temporary permits from the state to pull from streams they ordinarily couldn’t touch.

San Joaquin River Restoration Tour 2022
Field Trip - November 2-3

This tour traveled along the San Joaquin River to learn firsthand about one of the nation’s largest and most expensive river restoration projects.

The San Joaquin River was the focus of one of the most contentious legal battles in California water history, ending in a 2006 settlement between the federal government, Friant Water Users Authority and a coalition of environmental groups.

EPA Region 9 Administrator Martha Guzman.Martha Guzman recalls those awful days working on water and other issues as a deputy legislative secretary for then-Gov. Jerry Brown. California was mired in a recession and the state’s finances were deep in the red. Parks were cut, schools were cut, programs were cut to try to balance a troubled state budget in what she remembers as “that terrible time.”

She now finds herself in a strikingly different position: As administrator of the U.S. Environmental Protection Agency’s Region 9, she has a mandate to address water challenges across California, Nevada, Arizona and Hawaii and $1 billion to help pay for it. It is the kind of funding, she said, that is usually spread out over a decade. Guzman called it the “absolutely greatest opportunity.”

California Weighs Changes for New Water Rights Permits in Response to a Warmer and Drier Climate
WESTERN WATER NOTEBOOK: State Water Board report recommends aligning new water rights to an upended hydrology

The American River in Sacramento in 2014 shows the effects of the 2012-2016 drought. Climate change is expected to result in more frequent and intense droughts and floods. As California’s seasons become warmer and drier, state officials are pondering whether the water rights permitting system needs revising to better reflect the reality of climate change’s effect on the timing and volume of the state’s water supply.

A report by the State Water Resources Control Board recommends that new water rights permits be tailored to California’s increasingly volatile hydrology and be adaptable enough to ensure water exists to meet an applicant’s demand. And it warns that the increasingly whiplash nature of California’s changing climate could require existing rights holders to curtail diversions more often and in more watersheds — or open opportunities to grab more water in climate-induced floods.

A water recharge basin in Southern California's Coachella Valley. To survive the next drought and meet the looming demands of the state’s groundwater sustainability law, California is going to have to put more water back in the ground. But as other Western states have found, recharging overpumped aquifers is no easy task.

Successfully recharging aquifers could bring multiple benefits for farms and wildlife and help restore the vital interconnection between groundwater and rivers or streams. As local areas around California draft their groundwater sustainability plans, though, landowners in the hardest hit regions of the state know they will have to reduce pumping to address the chronic overdraft in which millions of acre-feet more are withdrawn than are naturally recharged.

California experienced one of the most deadly and destructive wildfire years on record in 2018, with several major fires occurring in the wildland-urban interface (WUI). These areas, where communities are in close proximity to undeveloped land at high risk of wildfire, have felt devastating effects of these disasters, including direct impacts to water infrastructure and supplies.

Often Short of Water, California’s Southern Central Coast Builds Toward A Drought-Proof Supply

Drought in 2016 plunged its storage to about 8 percent of capacity.The southern part of California’s Central Coast from San Luis Obispo County to Ventura County, home to about 1.5 million people, is blessed with a pleasing Mediterranean climate and a picturesque terrain. Yet while its unique geography abounds in beauty, the area perpetually struggles with drought.

Indeed, while the rest of California breathed a sigh of relief with the return of wet weather after the severe drought of 2012–2016, places such as Santa Barbara still grappled with dry conditions.

Then, within weeks, the governor laid out an ambitious water agenda that Crowfoot, 45, is now charged with executing.

That agenda includes the governor’s desire for a “fresh approach” on water, scaling back the conveyance plan in the Sacramento-San Joaquin Delta and calling for more water recycling, expanded floodplains in the Central Valley and more groundwater recharge.

That success has come at a price, however. Decades of unchecked groundwater pumping in the county and elsewhere across the state have left some aquifers severely depleted. Now, the county’s water managers have less than a year left to devise a plan that manages and protects groundwater for the long term, yet ensures that Kern County’s economy can continue to thrive, even with less water.

Southern California Water Providers Think Local in Seeking to Expand Supplies
WESTERN WATER SIDEBAR: Los Angeles and San Diego among agencies pursuing more diverse water portfolio beyond imports

The Claude “Bud” Lewis Desalination Plant in Carlsbad last December marked 40 billion gallons of drinking water delivered to San Diego County during its first three years of operation. The desalination plant provides the county with more than 50 million gallons of water each day.Although Santa Monica may be the most aggressive Southern California water provider to wean itself from imported supplies, it is hardly the only one looking to remake its water portfolio.

In Los Angeles, a city of about 4 million people, efforts are underway to dramatically slash purchases of imported water while boosting the amount from recycling, stormwater capture, groundwater cleanup and conservation. Mayor Eric Garcetti in 2014 announced a plan to reduce the city’s purchase of imported water from Metropolitan Water District by one-half by 2025 and to provide one-half of the city’s supply from local sources by 2035. (The city considers its Eastern Sierra supplies as imported water.)

Imported Water Built Southern California; Now Santa Monica Aims To Wean Itself Off That Supply
WESTERN WATER SPOTLIGHT: Santa Monica is tapping groundwater, rainwater and tighter consumption rules to bring local supply and demand into balance

The Santa Monica Urban Runoff Recycling Facility (SMURRF) treats dry weather urban runoff to remove pollutants such as sediment, oil, grease, and pathogens for nonpotable use.Imported water from the Sierra Nevada and the Colorado River built Southern California. Yet as drought, climate change and environmental concerns render those supplies increasingly at risk, the Southland’s cities have ramped up their efforts to rely more on local sources and less on imported water.

Far and away the most ambitious goal has been set by the city of Santa Monica, which in 2014 embarked on a course to be virtually water independent through local sources by 2023. In the 1990s, Santa Monica was completely dependent on imported water. Now, it derives more than 70 percent of its water locally.

Water is up to the bottom of a bridge crossing the Friant-Kern Canal due to subsidence caused by overpumping of groundwater. The whims of political fate decided in 2018 that state bond money would not be forthcoming to help repair the subsidence-damaged parts of Friant-Kern Canal, the 152-mile conduit that conveys water from the San Joaquin River to farms that fuel a multibillion-dollar agricultural economy along the east side of the fertile San Joaquin Valley.

California Leans Heavily on its Groundwater, But Will a Court Decision Tip the Scales Against More Pumping?
WESTERN WATER NOTEBOOK: Pumping near the Scott River in Siskiyou County sparks appellate court ruling extending public trust doctrine to groundwater connected to rivers

Scott River, in Siskiyou County. In 1983, a landmark California Supreme Court ruling extended the public trust doctrine to tributary creeks that feed Mono Lake, which is a navigable water body even though the creeks themselves were not. The ruling marked a dramatic shift in water law and forced Los Angeles to cut back its take of water from those creeks in the Eastern Sierra to preserve the lake.

Now, a state appellate court has for the first time extended that same public trust doctrine to groundwater that feeds a navigable river, in this case the Scott River flowing through a picturesque valley of farms and alfalfa in Siskiyou County in the northern reaches of California.

Statewide Water Bond Measures Could Have Californians Doing a Double-Take in 2018
WESTERN WATER NOTEBOOK: Two bond measures, worth $13B, would aid flood preparation, subsidence, Salton Sea and other water needs

San Joaquin Valley bridge rippled by subsidence  California voters may experience a sense of déjà vu this year when they are asked twice in the same year to consider water bonds — one in June, the other headed to the November ballot.

Both tackle a variety of water issues, from helping disadvantaged communities get clean drinking water to making flood management improvements. But they avoid more controversial proposals, such as new surface storage, and they propose to do some very different things to appeal to different constituencies.

San Joaquin River Restoration Tour 2018

Participants of this tour snaked along the San Joaquin River to learn firsthand about one of the nation’s largest and most expensive river restoration projects.

The San Joaquin River was the focus of one of the most contentious legal battles in California water history, ending in a 2006 settlement between the federal government, Friant Water Users Authority and a coalition of environmental groups.

Groundwater replenishment happens through direct recharge and in-lieu recharge. Water used for direct recharge most often comes from flood flows, water conservation, recycled water, desalination and water transfers.

Enhancing California’s Water Supply: The Drive for New Storage
Spring 2017

One of the wettest years in California history that ended a record five-year drought has rejuvenated the call for new storage to be built above and below ground.

In a state that depends on large surface water reservoirs to help store water before moving it hundreds of miles to where it is used, a wet year after a long drought has some people yearning for a place to sock away some of those flood flows for when they are needed.

Sinkholes

Sinkholes are caused by erosion of rocks beneath soil’s surface. Groundwater dissolves soft rocks such as gypsum, salt and limestone, leaving gaps in the originally solid structure. This is exacerbated when water is acidic from contact with carbon dioxide or acid rain. Even humidity can play a major role in destabilizing water underground.

Irrigation

Irrigation is the artificial supply of water to grow crops or plants. Obtained from either surface or groundwater, it optimizes agricultural production when the amount of rain and where it falls is insufficient. Different irrigation systems are not necessarily mutually exclusive, but in practical use are often combined. Much of the agriculture in California and the West relies on irrigation.

Freshwater

The United States Geographical Survey (USGS) defines freshwater as containing less than 1,000 milligrams per liter dissolved solids. However, 500 milligrams per liter is usually the cutoff for municipal and commercial use. Most of the Earth’s water is saline, 97.5 percent with only 2.5 percent fresh.

Springs are where groundwater becomes surface water, acting as openings where subsurface water can discharge onto the ground or directly into other water bodies. They can also be considered the consequence of an overflowing aquifer. As a result, springs often serve as headwaters to streams.

Potable Water

Discover Hidden World of Subsidence on Upcoming Groundwater Tour

Extensometers are among the most valuable devices hydrogeologists use to measure subsidence, but most people – even water professionals – have never seen one. They are sensitive and carefully calibrated, so they are kept under lock and key and are often in remote locations on private property.

Alluvium generally refers to the clay, silt, sand and gravel that are deposited by a stream, creek or other water body.  Alluvium is found around deltas and rivers, frequently making soils very fertile. Alternatively, “colluvium” refers to the accumulation at the base of hills, brought there from runoff (as opposed to a water body). The Oxnard Plain in Ventura County is a visible alluvial plain, where floodplains have drifted over time due to gradual deposits of alluvium, a feature also present in Red Rock Canyon State Park in Kern County.

Sustainable Groundwater Management Act (SGMA)

SGMA defines “sustainable groundwater management” as the “management and use of groundwater in a manner that can be maintained during the planning and implementation horizon without causing undesirable results.”

Go With the Flow: A Storm Water Pollution Prevention Message

This 7-minute DVD is designed to teach children in grades 5-12 about where storm water goes – and why it is so important to clean up trash, use pesticides and fertilizers wisely, and prevent other chemicals from going down the storm drain. Seawater Intrusion

Seawater intrusion can harm groundwater quality in a variety of places, both coastal and inland, throughout California.

Along the coast, seawater intrusion into aquifers is connected to overdrafting of groundwater. Additionally, in the interior, groundwater pumping can draw up salty water from ancient seawater isolated in subsurface sediments.

Overdraft

Overdraft occurs when, over a period of years, more water is pumped from a groundwater basin than is replaced from all sources – such as rainfall, irrigation water, streams fed by mountain runoff and intentional recharge. [See also Hydrologic Cycle.]

While many of its individual aquifers are not overdrafted, California as a whole uses more groundwater than is replaced.

Groundwater banking is a process of diverting floodwaters or other surface water into an aquifer where it can be stored until it is needed later. In a twist of fate, the space made available by emptying some aquifers opened the door for the banking activities used so extensively today.

Groundwater Adjudication

When multiple parties withdraw water from the same aquifer, groundwater pumpers can ask the court to adjudicate, or hear arguments for and against, to better define the rights that various entities have to use groundwater resources. This is known as  groundwater adjudication. [See also California water rights and Groundwater Law.]

Groundwater

If California were flat, the volume of its groundwater would be enough to flood the entire state 8 feet deep. The enormous cache of underground water helped the state become the nation’s top agricultural producer. Groundwater also provides a critical hedge against drought to sustain California’s overall water supply.

In years of average precipitation, about 40 percent of the state’s water supply comes from underground. During a drought, the amount can approach 60 percent.

The suit, which culminates a decade-long controversy involving multiple issues of state and local jurisdictional authority, has put the spotlight on groundwater banking – an important but controversial water management practice in many areas of California.
