Thomas S. Philp
Metropolitan Water District of Southern California
Thomas S. Philp is the executive strategist for the Metropolitan Water District of Southern California (MWD). He works out of MWD’s Capitol office in Sacramento, where he helps with public affairs, local and state outreach as well as drafting key communications for the district.
His current assignments for MWD relate to the policy and political challenges of Northern California’s Sacramento-San Joaquin Delta and to communicate MWD’s water supply challenges within its six-county service area.
For 10 years he wrote editorials on water issues for the Sacramento Bee, where he won in 2005 the Pulitzer Prize for editorial writing. Prior to that he was a staff writer for the San Jose Mercury News. He graduated from Northwestern University’s School of Journalism in 1983.
