“The U-T San Diego Editorial Board in recent weeks met separately with proponents and opponents of Gov. Jerry Brown’s $23 billion proposal to build two 30-mile-long tunnels that would make it easier to move water from Northern California to farms and cities in the south and other parts of the state — an issue of critical importance to San Diego, which still relies mostly on imported water sources for its supply. …
